Gas Safety Certificates: Who Needs One and What They Cover

If you’ve landed here, chances are someone’s mentioned a gas safety certificate and you’re wondering what one actually is, whether you need it, and what happens if you don’t have it. Fair questions, and ones we get asked all the time.

Gas safety certificates aren’t just paperwork for landlords. They apply to a wider group of people than most realise, and getting on the wrong side of the rules can land you in serious trouble, so here’s a plain-English run-through of what they are and who needs one.

What Is a Gas Safety Certificate?

A gas safety certificate (officially called a CP12, or Landlord Gas Safety Record) is a document issued by a Gas Safe registered engineer after they’ve inspected the gas appliances, pipework and flues in a property, confirming that everything has been checked, tested and deemed safe to use.

The check itself is usually straightforward and takes under an hour for most properties. Once it’s done, you’ll receive a signed and dated certificate listing every appliance tested, any faults found, and any remedial work that’s been carried out.

One certificate covers twelve months, after which you’ll need another.

Who Needs a Gas Safety Certificate?

This is where things get a little broader than most people assume. The law doesn’t just apply to buy-to-let landlords renting out a two-bed flat, it covers anyone responsible for a property where other people live, stay or work around gas appliances.

Private and Social Landlords

If you rent out a property with any gas appliances, you’re legally required to have one check per year, and you then have 28 days to give your tenant a copy of the certificate, with new tenants receiving theirs before they move in. Miss this and you can face serious consequences, including unlimited fines.

Letting Agents and Property Managers

If you manage properties on behalf of landlords, organising the annual check often falls to you as part of your management agreement. It’s worth double-checking exactly what your contract covers, because although the legal liability usually stays with the landlord, you’ll often be the one booking the engineer and keeping the records in order.

Hotels, B&Bs and Hostels

Anywhere offering paid guest accommodation with gas appliances needs yearly checks, and that includes small family-run B&Bs as much as larger hotels. Guests may only be staying a night or two, but the appliances still need to be safe every single time.

Boarding Schools and Student Accommodation

Schools, colleges and universities providing residential accommodation have the same obligations as any other landlord. With lots of young people in one building and gas appliances in regular use, these checks are especially important.

Commercial Premises

Cafés, restaurants, shops and offices with gas appliances, whether it’s a commercial boiler, a water heater or a commercial cooker, all need regular safety checks too. If you’re an employer, you’ve got a duty under health and safety law to keep the workplace safe, and that includes anything running on gas.

What Does the Gas Safety Check Actually Cover?

The engineer will work through each gas appliance in turn, looking at how it’s operating and whether it’s safe to continue using. You can read a fuller breakdown in our guide to annual gas safety checks, but in short, they’ll be looking at:

  • Whether each appliance is burning gas correctly and efficiently
  • Gas tightness and the condition of the pipework
  • Flues and chimneys, making sure combustion gases are venting properly
  • Ventilation around the appliance
  • Safety devices and controls

If something isn’t right, the engineer will flag it. Minor issues can often be sorted on the spot, whereas bigger problems may mean turning the appliance off until it’s been repaired or replaced.

Why It’s Worth More Than Just Ticking a Box

The legal side is the obvious bit, but gas safety certificates genuinely matter for other reasons too. Carbon monoxide leaks are silent, invisible, and can be fatal, and poorly maintained appliances cost more to run and break down far more often than properly serviced ones. A yearly check catches small problems before they have the chance to turn into expensive ones.

There’s also the insurance angle to consider. Most home and landlord insurance policies require you to have a valid certificate in place, and without one, a claim following a gas-related incident could be rejected outright.

For landlords and property managers especially, staying on top of certificates builds trust with tenants. People feel better in a home they know has been properly looked after, and that usually translates into longer tenancies and fewer disputes down the line.

Finally, it’s always worth using a Gas Safe registered engineer rather than someone cheaper without the right qualifications, because a certificate is only worth the paper it’s written on if the person signing it is legally allowed to carry out the work.
